Fix Compensation Tier Updates Affecting Other Tiers

Fixed job.updateCompensation and jobPosting.updateCompensation so each compensation tier is created with exactly the components in the request, independent of the other tiers in the same call. Previously some tier configurations were impossible to express — for example, a tier submitted with only a bonus also came back with an empty salary, and a tier submitted after one that included a bonus came back with that bonus too.
