Fix Count-Over-Time Report Exports with Hidden Numbers and Unformatted Dates

report.generate and report.synchronous now honor the "Hide Counts" visualization setting on non-pivoted count-over-time reports. The last column ("Percent") contains a percentage between 0 and 100 instead of the raw count. This is a different scale than stage-funnel report exports, whose "Percent of Stage" column is between 0 and 1.
The interval column now emits a formatted label (e.g. FQ3, 2026, May 2019, Q3, 2019) instead of the raw ISO bucket-start date, for every time interval except Day and Week, which continue to export a plain yyyy-MM-dd date. This brings non-pivoted exports in line with pivoted count-over-time exports, which have always formatted this column.
Fiscal-quarter and fiscal-year labels for date-only date fields are now derived from the bucket's own timezone-free boundary. Previously, both pivoted and non-pivoted exports labeled such a bucket one fiscal quarter (or year) early whenever the organization's fiscal-year timezone was west of the report's timezone. Pivoted exports of these reports may therefore report different labels than before.
