Remove EEOC Disability Status

- Breaking change effective September 18, 2026: the EEOC disability status field will be removed and no longer returned from
surveyFormDefinition.list,surveyFormDefinition.info, andjobPosting.info. In case forms are submitted with stale data,surveySubmission.createwill silently drop that field instead of failing the request.
