Fix Rejection Emails Scheduled By Failed Stage Changes

  • Fixed application.changeStage so a request that archives with an email no longer schedules that email when the application cannot be archived. Retrying a failed request no longer queues duplicate rejection emails.
  • application.changeStage now returns invalid_input instead of internal_server_error when the archive reason is inactive.
